I spent a week on the Rangiroa Atoll in French Polynesia back in the late 80's and it was much like this. There was one road (crushed coral) and no hotels or restaurants, and very few full time inhabitants. I stayed in a fairly primitive dive lodge run by some French guys. Back then the only tourists to this place were scuba divers as there was very little infrastructure at all. Fantastic diving on pristine reefs.
