anyone know if GPS trackers can be bought and fitted in Hua Hin and the ballpark costs

Yes you can buy trackers here. I was actually looking at a couple yesterday at the "sell everything" shop on the klong road. I'm referring to that big multi purpose store a bit past the traffic lights, head north. The trackers I saw there were about 2400 baht.
