I have read the posts about Victory monument. Is that in Hua Hin?
I seem to have a problem figuring out where to pick up 140 baht minibus in Bangkok to Hua Hin. Where is that in Bangkok?
Also helpful, is there any way to get from Hua Hin to Pattaya and same from Pattaya to Hua Hin?

And I still can't figure out where Victory Monument is. I reread all posts provided and nowhere does it state where in Bangkok Victory Monument is or if it is in Bangkok or if Victory Monument is in Hua Hin. All you people living in Hua Hin may know this, but for someone who has never been to Hua Hin . . .

I found a map of the Bangkok Skytrain and Victory Monument is a stop in Bangkok on the Skytrain.
I have read and reread the link above about transportation. And it is NOT CLEAR for anyone who has not been to Hua Hin or is not familiar with Victory Monument. There could be a Victory Monument in every city for all I know! All the posts in that link above do mention minibus and such but it is way too ambiguous as to begin point and end point.
And where is:
"It leaves from just past the traffic lights north of town, down the little soi next to the Honda dealer." Is this in Hua Hin (and if so, where?) or is this at Victory Monument in Bangkok? Like I know where the Honda dealer is? "Down a little soi"! Does this soi have a name?

Obviously it is quite difficult to give a specific description of where this is, and more so when it appears you don't know either Hua Hin nor Bangkok very well. I will give it a try though. Firstly, in Hua Hin, the soi where the minibuses leave from does not, as far as I know have either a number nor a name, but it may do and be obscured by something. The soi is directly opposite the Tesco Lotus Express which is also a petrol station, and as previously stated next to a Honda motorbike dealers. In Hua Hin, on the main road that runs through it (Phetkasem Road) there are only two sets of traffic lights - the soi we are talking about is just after the most northerly of these on the left, heading towards Bangkok. If you have found the soi the minibuses are normally visible straight away on your right hand side parked in and around a derelict building (which was going to be a cinema), just past some food stalls and a small soi.
In Bangkok the Victory Monument is a little harder to explain without some prior knowledge of the city, but easier if you are coming on the Skytrain. Firstly I have found in the past that many Thais and taxi drivers do not know what you are talking about if you ask for Victory Monument - they know it as Anutsawari Chaisamoraphum. If you can manage it, it is easier to find the minibuses coming from the Skytrain station. Follow the direction signs at the station towards Victory Monument, and once you have gone through the ticket barrier keep left and keep walking straight on the raised walkway, towards (when you can see it) the needle shaped monument in front of you - that is the Victory Monument. You will reach a point on the raised walkway where you can only go left or right - turn left and keep following the walkway around and then down the steps you come to at the end of the walkway. (As you are doing this you should be able to see a large hospital on your left). At the bottom of these steps keep going straight but slightly left to bring you into a pedestrianised area with lots of small stalls and shops, mostly selling food and drinks. You will come to a very small 7-11 on your right, and almost directly across from there on your left is a gap through to a soi which runs behind the pedestrian area - this is the soi where all the minibuses depart from, to many places. Go into this soi and turn right (you will see several minibuses parked along here) and normally no more than 50 metres along on the opposite side there is a couple of tables set up on the pavement where you can buy a ticket for the Hua Hin minibus. Alternatively if you just say 'Hua Hin' to one of the people around the minibuses or selling food and drinks in that soi they will point you in the right direction - the ticket guys sometimes are in a different place, but always in that soi. One bit of advice is that the most comfortable seat is immediately behind the driver, but it is normally snaffled by others first, and you will often be 'encouraged' by the driver to sit at the back, which is the least comfortable. I think this is because Hua Hin is the last stop and there will normally be people getting off in Petchburi and Cha Am.
I hope that helps you find it - I remember the first time I tried to find them in Bangkok it was not easy because you do not get dropped off in the same place that you leave from! Good luck anyway.

Although I have visited Thailand near a dozen times in the past 25 years, I really have not seen nearly as much of Thai culture and sights as I would like. This trip is Bangkok, Chiang Mai, Pattaya, and Hua Hin. A lot of moving around in a short time. Subtracting arrival and departure in Bangkok, I will spend about 5 days in each stop.
Like a super highway, there is the fast lane and the break down lane.
I am somewhere in between.

It loks like your question has almost been answered in full. I have done this journey at least 20 times. Here it is:
Get Songthaew to North Pattaya Road bus terminal. Get government blue and white bus to Eckamai in Bangkok (Not Mo Chit). When you get into Bangkok look out for the begining of the sky train. The first station is On Nut.
Persuade the driver to let you off there. If not carry on to the next station which where the bus terminates in Eckamai. Get on the skytrain and take train towards Mo Chit and get off at Victory monument station. Go to the minibus service stand on the layby on the western side of the circus. Ask for Hua Hin and buy ticket from desk in street. They will then take care of you and your luggage and drive you to Hua Hin small soi opposite Tesco Lotus Express.
Do the reverse for Hua Hin to Pattaya but this tine of course you must get off the skytrain at Eckamai.
Journey tme under 5 hours. Cost 360 Baht total plus Songthaew in Pattaya.

Legend has it that three methods of sea travel between HH and Pattaya have been tried, but for practical purposes, none worked.
There was a ferry - that had to moor so far out to sea that getting on and off it proved difficult in all but the most calm situations.
A jet hydrophole, but it picked up too much debris and constantly broke down.
A hovercraft - never did hear a satisfactory explanation of what happened to that.
All the above could just be legend though.
I've never heard of any of those transport methods and I've been hanging around Sin City more or less full time since 1993. Although, it could have happened during one of my blackout periods?....LOL. Pete
Pretty sure it is more than legend, an influential Thai friend with a beach house in HH once told me the vessel (either the jet hydrophole or hovercraft) is mothballed some where in HH. If I remember rightly, the enterprise failed due to the infrequency of trips caused by rough weather.
