Well easy tiger, welcome to the forum.
None of what you said will be a surprise to anyone. Unfortunately it's a common quality of said emergency services, that is to be uninterested in anything other than money, and I'm not just refering to officers of Hua Hin's so-called "finest", almost all public sector/civil servant employers of Thailand and some would say "along with all the rest".
It is culturally ingrained in all of them, forgive my cynicism ladies and gentlemen but this subject is a requistite of comprehension of Thai culture/society whether anyone likes it or not.
Sorry if you have fallen foul of the MIBs recently but it is inevitable at one point or another for all. It's the nature of the beast and the beast is hungry, so to speak, in a slightly cryptic fashion.
As BB said, it's an odd first post, but if you want to have a
then OK.
Maybe try going to "Introductions" and saying "Hello" might be a good idea to gain a positive start before you start "slagging off" the cops, just an idea. The cops do need some spotlight/comment/judgement on some/many issues but it might not be a suitable subject for your first post as you will encounter credibility issues. You really don't need to warn us all about this subject as we already have tales that would turn your blood green on this subject.
It, the post, almost invades the realm of rhetorical questions/observations of a naive nature.
Just being polite.

Resolve dissolves in alcohol
What security should the tourist police offer to any establishment? They are there to resolve minor disputes and in my experience are pretty good at it.
The Royal Thai Police are a different matter. If you are unfortunate enough to be at the wrong end of the latter at least the tourist police can translate, maybe call your Embassy etc etc.

This cannot be explained in a few words, but there are reports that a about a decade of meditation on such matters, aided by the ingestion of carefully measured ammounts of Sangsom and Som Tam (sai poo, pla dooay), plus a lengthy study of Thai culture under sanctimonius Siamese folk dancers, can bring one to an understanding of why, if one only remembers to smile under pressure, one becomes enlightened as to why pot-bellied pigs and tigers are both endangered species.
