Locals protest against farang with dangerous dogs on beach in Bangsaphan
Very close to home this one. A fair-sized community protest involving expats and local business owners in Bangsaphan made the news this week over a Swiss man with a pack of dangerous attack dogs on Suan Luang beach. At least ten residents and tourists have been bitten so far, the latest being an expat last week. The local authorities have not responded despite a petition and repeated incidents because the farang has deep pockets and a good lawyer. Their last resort was to take it to the media in the hope that someone higher up would take notice.

Maybe they've got more coin than your average European, so they feel untouchable in Thailand where people and authorities can be easily bought off.

Quick update on this for those interested. There was a meeting last night with the new Amphur boss, several high-profile business owners, most of the BS expat community, and three officers from Hua Hin immigration. The Swiss man turned up with the rich old ex-cop he's been paying off, adamant that he's done nothing wrong.
The dogs must be kept inside now and he's not allowed to take them on the beach. Whether he abides (he didn't before) remains to be seen.

So is it illegal for anyone to walk a dog on a beach, or any public place without a lead?

No. But it is illegal for someone to knowingly take an unleashed pack of aggressive dogs that have a history of attacking people onto the beach. There is a bit of a difference.

Yes, I think it is common sense. We inherited a beautiful Rottweiler when we moved here. Thais were terrified of her when we took her on the beach. As such we always kept her on a lead when there were people around. Even then we saw many Thais run into the sea to avoid her. I think Thais saw me walking with a Tiger on the lead. 
A big problem is our Rottweiler could smell fear on people, and she would play to it. We had her for 10 years, and she was never aggressive to anybody, apart from a couple of times when she thought we were being threatened. Of course, she was on a tight lead whenever such circumstances occurred.
