This bill included a bar code and a qr code which enables electronic payment via bank app.
Is this not one of the latest scams we are being warned about? False QR codes to pay money into the wrong bank (or the right bank if you are the criminal).

OK, small amounts, but they could soon build up.
The document appears genuine and the qr points to an existing biller (The Customs (Order Form)) in kasikorn's list of available billers.

The 2nd of my 2 packages arrived from China today. Nothing on either package advising the need to pay VAT.

Out of interest, did you pay your VAT?

Maybe the IT 'incident' saved you a few baht?

Or maybe so many packages come in that customs cannot check them all to even assess VAT. Imagine all the $10-value packets coming in from China, each requiring a sticker and maybe a VAT payment form. Hardly cost effective collecting a few baht on each, which is probably why they didn't bother in the first place.

In my case delivery was handled by Thailand Post, which I think may have its own Customs department section.

Today's package for me arrived via Flash.

If yours was genuine, then it sounds like another well thought out revenue collection scheme. Make an announcement, with absolutely no direction regarding enforcement :?

I have received two small packages of low value in the last 2 weeks where a form for scanning was attached and it was only 28 and 21 Baht respectively as Vat. Btw, delivered by Thailand post. What surprise me is that the parcel gets delivered first and then it seems up to receiver to pay or not: 8)

^ I think a teething process until they are certain their automated systems can handle (and catch) all. I would anticipate things to get more strict and accurate as the months progress.

Edit: I think their dream may be that all foreign on-line sellers collect the VAT at check out and pay the Gov direct, like the big players do now.
