To anyone reading the previous posts........Take them with a pinch of salt!
ESPECIALLY if YOU are coming to Thailand to retire.
The stated prices for land could be way off the mark. I know where you can buy land ( can't own if you're a foreigner) far cheaper than the previously stated prices, access to electric and gas.

STEVE G and Onlyme are both right in my opinion.
To add my bit, the OP was very vague. Land 100 meters from another piece of land can sell for double the price for no obvious reason.
I am sure that there are plenty of bits of land that can be picked up for 1 million Baht per Rai within 5 km of Hua Hin center but they will be running out soon and that price will require that you buy a multi rai plot.
The price differentials in this region are probably as great as anywhere in the world. I was offered land for 60,000 Baht per Rai just the other side of the by-pass only two weeks ago.
In Nebkerhardt road there is a plot that is about 1,5 Rai that is up for sale at 70 million Baht.
I understand that there are smaller plots that are even more per Rai.
The restriction imposed on some farang purchasers has had a minor impact but if there is a slow down in lad price rises is is more likely to be connected to the general lowering of consumer confidence.
The vast majority of land transfers in this region are Thai to Thai or to be more precise Chinese Thai to Chinese Thai. Virtually all the high value plots in central Hua Hin are owned by a group of wealthy Chinese Thai families or the SRT.

Apologies Soi was 116 and that was the definite price being touted to me.
As an aside I pulled out of my "land purchase" because of the associated problems everybody is aware of now. My villa was sold on straight away to a Farang perchaser with a 50% increase in the price to what I would of paid if I had gone through.
All the agents told me whilst there that they were still busy, whether this was true I do not know.
From my observations from being there in Sept last year some prices have gone up and some hadn't. With the same ratio being applied to properties being sold over the same period (if that makes sense).
