I'm looking for a Thai person who wants to work in a shop as a Manager/Clerk.

I'm looking for a non-lazy person, basic english +, full of energy and serious about work.

Go to the grohm leng ngaan (employment office). Would be good to take a Thai person with you. They have a database of people looking for and offering jobs. This is where the Thais go who are seriously looking for career opportunities. The ones who have a proper education and/or a decent CV.

If you provide all details and exact requirements they will try to find a match in their database.

Note that these people will expect a higher salary than someone you take off the street.
Moreover some might lose interest right away if they find out it is a farang run business; do not take this personally. They foresee communication difficulties and attitude clashes (also for the educated Thais 12.00 is non-negotiable som tam time).

Finding someone this way and paying a little more might safe you a bumpy road with one Somchai after the other leaving unannounced the day after you paid their salary. Just my two eurocents of course.

That should be grohm jat ha ngaan, (employment office - people looking for work), grohm leng ngaan is for employment office - looking after workers rights.
