Weeeeell - as Vital says earlier getting highlights/blonde bits done can be fraught. Some good - some not. A lot of salons do use L'Oreal though.
To be honest I'd always use the same tactic as at home in the UK - have just a wash and blow dry done first and see how you feel about the hairdresser before getting anything else done. Work up to colouring!
And BTW VS - it seems rare these days for hairdressers in the UK to use the old cap and pin method! Most weave and separate with foils. I guess the Thai ladies are trying to copy that without enough training?
My main reservation about colouring at all in Thailand is that they normally only need to use a block colour on black hair - often a red - and just aren't used to matching the infinite number of blonde shades.
I'd love to help but sorry- it is just not safe to have blonde highlights done in HH....after several disastrous attempts at different salons, I have come to the conclusion that there is only one place you can go to - Bangkok:

Name is David (at Style Paris hairdresser) and he speaks perfect English.

Hi there, after trying many salons in Hua Hin I have short hair and have it dyed blonde. I used to have hi-lights but gave it up as a bad job. The hairdresser I have used for the last 2 years is Elle which is near The Baguette Shop near the King's Palace, the girl who cuts my hair is called Lec, very good cut, I would say as good as my hairdresser used to do in the UK, cut and blow dry 150 baht and when I have a cut and my roots done it's 800baht. If you need to ask any more girly things please feel free to pm me.
Yes you are presuming too much. You can find hairdressers
who can give a good cut. But they nothing about blond hair
and colour. At least not in HH. Maybe Bangkok is a better
choice ? The strong sun in HH is also hard on our hair.
But I do get good hairmasks in HH who makes the hair
less dry. Maybe you could bring your own stuff and instruct
the hairdresser ?
