I can not answer your questions but buksida can.
You can also read more about diving in Chumphon here:

1. Taxi about 3,5 hours, bus about 4-4,5 hours, train 4-6 hours.

2. Best way to get there is probably by taxi but it's also the most expensive. Buses go down there regularly for less than 200 baht.

3. ? Up to Buks

1) Chumphon is 3 hours drive from Hua Hin (4.5 by bus).

2) Bus or train.

3) Options are limited but you have an Easy Divers in town and the Cabana Resort arrange diving, they have their own boat.

The two small islands Koh Ngam Yai and Noi can offer some good diving, better that what you'd get on Koh Tao and without the crowds.

More info on the link posted above.

Do you guys have your own diving gear or do you rent?
If you rent; do you need a international diving licence?
I only have my Norwegian diver licence from the good old days. (1970).
How much do you pay for the dive or rented equipment pr day?
Some advise please.

I have all of my own gear except tanks and weights.

You need a diving certification card (PADI, SSI, BSAC etc) to Open Water level before you can dive without an instructor present.

If your Norwegian card is still valid through an internationally recognised dive association such as the ones mentioned above you can still go but I would recommend a refresher course if you havent been for a while.

Cost of a dive is usually about 1,000 baht, you do two dives per trip and rental equipment adds an extra 500 to the overall cost so look at about 2,500 for a day trip.
