I'm not an expert (actually don't like the game  ), but I think the cheap period is August. Try looking back through this thread to last August.
Championship Plymouth Argyle 1 - 2 Leeds Utd

Points 46; Position 23 RELEGATED

The Hua Hin and Cha-Am golf festival is held during August and September each year and some of the big courses participate. Last year, green fees were 800THB. I don't think we've had any details for this year yet.
Some courses have late start discounted fees at various times throughout the year - ie tee off after 2-3pm.
If tourism continues to suffer, maybe we'll see lower prices for longer periods of the year????
In addition, some courses further afield of HH have great prices throughout the year. Kaeng Krachan were/still are doing Sports Days for 800 THB a round, including caddie. That's an hour from town. Dragon Hills and Royal Ratchaburi have low green fees all year round (Dragon Hills is 560 THB) and they're great courses. Two hours away. They also occasionally have promotions as well, some over two days with a stay at the course hotel - last year Dragon Hills had two rounds, including overnight and breakfast for between 1,100 THB during the week and 1,400 THB at weekends.
Take a look back through this thread for reports. Also have a look at the internet for special promotions at specific courses - ie
http://www.dragonhillsgolf.com/web_Eng/promotion_e.htm
you might get lucky.
If you're staying here long term, then pop along to one of the societies in town and see if you qualify for membership. They manage to negotiate decent discounts at the big courses all year round:

Black Mountain said their 50% off green fee offer (usually 3k, now 1500) will continue through October 2010. Caddy is 300, cart (not mandatory, but cannot share with playing partner) is 600.

I just noticed Black Canyon was down to 1100 Baht for green fees, that leaves more Baht for beer lol.

Black Canyon is a coffee shop/restaurant... Black Mountain is the golf course. Is that price all the time or only after 3 in the afternoon?

Exactly where did you "just notice" that?

Their website still says the summer promotion is 1500 baht...

I saw it on bookinganywhere.com a while back, just checked again and to be exact it says 1190 including service charge and tax.

My bad on the Black Canyon, although I imagine a course named Black Canyon would be pretty challenging in terms of O.B. lol

^ My guess that online booking service gets a discount. I don't think you'll get that price directly at the course.

Is there any downside to using these online booking services if they have a better price other than if you book too early and get rained out?

None that I know of... I didn't realize until your post that you could get a better price through them...

A quick question:

I am planning to play massive amounts of golf in HH in June and July but I will be making a stop in Bangkok on the way. Is golf equipment cheaper in Bangkok or HH? I would like to pick up some utility clubs to replace my incomplete set of long irons.

Nothing is cheaper here, it's all more expensive. I got a pretty good deal on a set of Taylor Made HT Burner Irons (Japanese spec.) last year......$675.00. You can do a lot better than that before you get here. A name brand utility club would probably cost you more than $200.

Thanks for the advice! I probably will just choose to wait then until I go to Shanghai next September. I understand that is the cheapest place to buy them, but you have to watch out for the super cheezy knock-offs. I will hunt around whats left standing in Bangkok on the way to HH, maybe there are some bargains.
I've used the same set wilson blades for 20 years, whats another summer:)
