Furthermore, can anyone just walk in to check who currently owns a particular plot of land?

If you want any more detailed info like if any borrowing, lease etc is held against the land then I don't know if they'll turn that over to Joe Public, but they do give that info to a lawyer with a copy of the land title. Think you can get a full title search done for around 8k Baht.
