California had a medical requirement before but it was a joke, the medical cards were easy, and cheap, to get.

My friend went to Immigration in Bluport while he was in a wheelchair. The greeter officer told him since he is in a wheel chair they would come to him. Not sure how to get hold of them and that was for 90 day so not sure if it holds for retirement ext.
