I think that is 100% correct and applies to Thailand and all other countries as well.

I got an explanation regarding the confusion over the curfew in HH. Talking to a local politician I gleaned the following:

Curfew was lifted for the 'Red' zones on 16th October. Since then HH moved into the new 'Blue' zone. Curfew was lifted in the 'Blue' zones from Nov 1st. Hence HH appeared to have the curfew lifted 'again'. Once as a 'Red' district then again as a 'Blue' district.
