The number of Covid-19 cases crossed 12.9 million across Southeast Asia, with 29,833 new cases reported on Thursday (October 21), higher than Wednesday’s tally at 28,372. New deaths are at 573, increasing from Wednesday’s number of 314. Total Covid-19 deaths in Asean are now at 274,090.
Malaysia’s Public Service Department is mandating all medically fit civil servants to get the jab against Covid-19 before November 1 or face disciplinary action or termination in a bid to ensure a safe work environment and that service delivery and public service productivity is at an optimal level. The department reported that 1.6 per cent of civil servants or 16,900 people have yet to register to get vaccinated, while the country reported that 70 per cent of the population or 22.9 million people have been fully vaccinated.
Meanwhile, Singapore will extend its Covid-19 restrictions until November 21, as the country’s healthcare system is at risk of being overwhelmed. The extended measures – which include capping group sizes for social gatherings and dining in at two – will be reviewed at the two-week mark and adjusted based on the community situation then. The Health Ministry will also add more intensive care unit beds if necessary.

Today's Brief:
1. Vaccination Progress
– Yesterday, Thailand administered 226,178 doses of vaccines, increasing the accumulated number of vaccinations to over 70.5 million doses (70,505,802 doses).
2. Daily Statistics
– For today’s statistics, there are 8,675 new confirmed cases and 100,042 active cases, of which 2,437 are in critical condition and 536 are on ventilators. There are 9,589 new recoveries and 44 fatalities today.
3. Overall Situation
– Bangkok still has the highest number of cases, followed by Pattani, Songkla, Nakorn Sri Thammarat, and Chiang Mai.
– Now we have seen a continue downward trend in terms of new confirmed cases and fatalities. However, there are many provinces especially in the south still in need for high monitoring and strict disease control measures especailly religious festivities including Loy-Krathong festivals that should be convened by a social-distancing measures.
4. Regulations on Entering Thailand from 1 November 2021
– The “Thailand Pass” system will be adopted to replace the Certificate of Entry (COE) issuance process. As the system aims to facilitate entry into Thailand, the process for filling information and uploading travelers’ documents will be shortened. The system is expected to be launched on 1 November 2021.
– At the present, travelers may still register for COEs before the new “Thailand Pass” system operates on 1 November. For those COEs that have already been issued, it remains valid after 1 November.
– For travelers aged under 12 years old who are not fully vaccinated, they are eligible to enter Thailand under the Exemption of Quarantine, and undergo the similar measures to their accompanying persons.
– The negative RT-PCR test result issued within 72 hours before traveling is required before entering the country and travelers must also undergo a RT-PCR test on their arrival date and wait for the result at a SHA Plus hotel or Alternative Quarantine (AQ) hotel for 1 night or until they receive confirmation of a negative result.
– The CCSA highlighted that only the fully vaccinated individuals who have been residing in the 45 countries and 1 territory for at least 21 days or have previously stayed in Thailand before traveling back may enter the country without quarantine.
– The reopening/no quarantine scheme is different and separate from the sandbox scheme. One news agency reported that those in the listed countries/territories can go quarantine free only in the 17 provinces, which is misleading. Again, no quarantine and being on the list means access to the whole country.
– The sandbox scheme is the same as the “blue zone” and it applies to both foreigners and Thais alike. The measures will be relaxed in these zones and it applies equally to everyone
5. The shipment of Moderna vaccine
– The ZP Therapeutics, official partner of Moderna in Thailand, confirmed the first shipment of 560,000 doses of the Moderna vaccine will arrive in Thailand by 5 November 2021. After the delivery, the vaccine will be examined by the Department of Medical Sciences, in a process that will take no longer than five days. Once cleared, the doses will be handed over to private hospitals and other institutions which have placed orders for them. Then, the hospitals may start administer the vaccines.
– According to The president of the Private Hospital Association, by the end of the year, there will be more Moderna doses delivered to Thailand which will accumulate to more than 2 million doses of Moderna ready to be administered. And another 8.6 million doses will arrive in Thailand by March 2022.
