Yeah I would class that as a 'Café Racer'.....
The description could also be tied to Hardley Davidsons:
"...the term Café Racer was originally coined as an insult toward riders pretending to be road racers but instead only parked outside cafés..."

Yeah

In the 50's and 60's there were cafes for the bikers (rockers) and cafes for the scooter boys (mods) and never the twain would meet except in Brighton or Margate for some bruising battles. Using a bike or scooter for anything else other than parking for a coffee or going to a punch-up was considered square. Unfortunately it tarred all bikers with the same brush
