I agree, 20 Baht might be ok for the most basic meal (B3-400) for two in a small Thai restaurant but if spending more than a B1000 then I would always leave considerably more, providing there were no issues with food or service.

As for whether VAT is included or an additional fee, I couldn’t really care less as long as I was happy with everything else - if not I wouldn’t frequent the establishment.
