I bought a car from Chonburi but my name was put in the blue book as we registered it here first!
Drove it to Prachiap kirikhan and with a Thai speaking helper registered it here. I just had my passport and blue book.
I returned 2 weeks later and got new local plates and Blue book also amended. They keep Blue book but you get a receipt.
I remember the licensing place travelling from Hua Hin was just before you enter Prachuap Kirikhan on the righthand side.
When you see the Nisan dealer on the right side you need to do a U turn and return on the opposite carriageway. There are some light coloured purple buildings next to the licensing plate. From Samporprong its no more than 1 hr 15 mins.
