Using words like "all, never, always" is an easy way to lose an argument. One exception kills your statement. People are people. Now I will ingore my own advice and say "no one ever gets taken, they just let theirself get took". Not great English but it is a southern saying.

Ive been to LOS 6 times and traveled near the border in UBON with many thai people. I have never been checked or even approached by the men in Brown. Does that happen a lot in Hua Hin?

One thing you might try is to take a small bike lock and secure items in your suitcase. This is something I take in case the safe is inoperable/unavailable. No difference in LOS than other places IMHO.
